Emmeline had been born just close enough to nobility to be sheltered away from the world, but not so much that she did not know of the world. It left her in a state of both knowing too much, and not enough at the same time. At the age of 15, her brother had come to London to seek work. He was younger that she, and since they were orphans living with a Aunt, Emmeline had cared for him until then. It had been hard to let him know, but her job had been a companion to her older aunt, and he needed to go out and find his own place.
It was horrible then, when she received word that he had been arrested for stealing. Being his only family, Emmeline had assumed she could arrive and straighten the whole nonsense about. In hindsight, that had been foolish of her. She knew that now. What she did not understand was why a petty thief had been since to new gate. Even now that she had given up on trying to find information, and prove the flaws in the system, she did not understand how a 15 year old boy had been treated so harshly. Had she come to Bow Street under honesty then she might have asked--however after lieing her way into a job, she knew better then to make that connection.
So when a boy of 15 was brought into the building, having pickpocketed a nobleman, Emmeline could not breathe. It was happening again, and she could not let it! Which was why she was not in the main room where she served messenger, typeset, organizer, and secretary of sorts for Sir Throne, and instead in the holding hall where cells held people. She had to see it for herself. And once she did, she had to demand they stop.
